Oradakı iş adamlarının və oliqarxların bilinən ümumi varidatı 386 milyard dollardan çoxdur. Bu siyahı avtomatik olaraq həmin şəxslərə qarşı sanksiyaların tətbiq edilməsi mənasına gəlmir. Amma siyahıdakı bəzi şəxslər hazırda sanksiya altındadır. Əvvəla, məqsəd budur ki, siyahıya düşənlər basqı altına alınır, hesab edilir ki, onlar gələcək sanksiyalardan yayınmaq üçün Putinə təsir-təzyiq göstərərək Rusiyanın siyasətində dəyişikliyə nail ola bilərlər. Mümkün olarsa, Putinlə həmin oliqarxların üz-üzə qoyulması, aralarının açılması da hədəflənir. Lakin bu iki düşüncənin gerçəkləşmə ehtimalı azdır. Bununla yanaşı, Ş.Cəfərli hesab edir ki, siyahının açıqlanması faktının özünün də qaçılmaz təsirləri olacaq: “Adı sadalananlar ”toksik” və “viruslu” subyekt halına gəlir. Yəni əcnəbi sərmayə ABŞ və Avropa biznesi başda olmaqla, artıq bu adamlarla iş görməkdə ən azı tərəddüd edəcək, çoxları bundan yayınacaq. Onların xaricdən maliyyə cəlb etməsi, öz biznesini genişləndirməsi xeyli çətinləşəcək, bəlkə də qeyri-mümkün olacaq. Politoloq qeyd etdi ki, sanksiyalar Rusiyanın Ukraynaya qarşı işğalçılıq siyasəti, ABŞ-da 2016-cı il prezident seçkilərinə müdaxiləsi və Bəşər Əsəd rejiminə dəstəyi kimi səbəblərlə əsaslandırılıb: “Qanuna görə, hökumət, prezident sanksiyaları yalnız Konqresin icazəsi ilə ləğv edə bilər, bu isə sanksiyaların uzunmüddətli olması deməkdir. Bu baxımdan CAATSA qanunu 1974-cü ildə SSRİ-yə qarşı qəbul olunan və 38 il sonra – 2012-ci ildə ləğv edilən ”Cekson-Venik” qanunu ilə müqayisə edilir. “Cekson-Venik”in ləğvindən sonra Rusiyaya qarşı dərhal başqa bir sanksiya qanunu – “Maqnitski Aktı” qəbul olundu. Sonradan qlobal mahiyyət verilən bu qanunun ucu açıqdır hər il ora yeni adlar əlavə edilir”.
Ş.Cəfərliyə görə, Azərbaycanla bağlı sanksiya məsələsi də ötən ilin sonlarına doğru, xüsusən də “Turan” agentliyinin rəhbəri Mehman Əliyevin həbsindən sonra aktuallaşmışdı: “Mehman Əliyev beynəlxalq miqyasda tanınan Azərbaycan jurnalistlərindən biridir və bu səbəblə, onun həbsinə sərt reaksiyalar gəldi. Hətta ABŞ-ın nüfuzlu senatorları – Marko Rubio, Benjamin Kardin və digərləri bu barədə məsələ qaldırdılar. Azərbaycan iqtidarı məsələnin ciddiliyini anlayaraq və situasiyanı düzgün qiymətləndirərək Mehman Əliyevi vaxtında azad etdi. Buna baxmayaraq, insan haqlarının müdafiəsi ilə məşğul olan bir sıra beynəlxalq təşkilatlar ABŞ hökumətinə müraciət etmişdilər ki, bəzi orta səviyyəli azərbaycanlı məmurların adları ”Maqnitski Aktı”na daxil edilsin. ABŞ hökuməti bu müraciəti nəzərə almadı. Düşünürəm ki, bu məsələdə Azərbaycan hökumətinin Əfqanıstana əlavə sülhməramlıların göndərilməsi barədə qərarı və ümumilikdə Qərblə dialoqa açıq olması amili rol oynadı. Lakin bu, təhlükənin tam sovuşması anlamına gəlmir. “Maqnitski Aktı” qlobal miqyasda tətbiq olunur və hər il oraya dünyanın istənilən ölkəsindən, o cümlədən Azərbaycandan insan haqlarını pozan şəxslərin, dövlət məmurlarının adlarının daxil edilməsi ehtimalı qalır”.
Sabiq maliyyə naziri Fikrət Yusifov isə bildirdi ki, ABŞ-ın bu addımı ilə Rusiya ilə münasibətləri gərginliyin pik həddinə çatdırıb: “Ümumiyyətlə, bu iki nüvə dövlətinin maraqları təkcə Ukrayna, Suriya və İraqda deyil, Sovetlər dönəmində olduğu kimi, dünyanın əksər bölgələrində toqquşur. Rusiyanın bölgələrdəki münaqişələrlə bağlı öz maraqlarını maksimum qorumaq cəhdləri və bu səbəbdən barışmaz mövqedən çıxış etməsi Amerika rəsmlərini qəzəbləndirir. Əslində ABŞ-ın buna kifayət qədər özünəməxsus ”əsasları” mövcuddur. Hər iki dövlətin nüvə silahlarına malik olmasına baxmayaraq, ABŞ dünyanın super gücüdür və dünyada istehsal edilən Ümumi Daxili Məhsulun 1/4-i bu ölkənin payına düşür. Rusiyanın payı isə cəmi 1,7%-dir. Bu səbəbdən də yaranmış münaqişəli məsələləri öz istəyinə uyğun şəkildə həll etmək naminə ABŞ Rusiyaya qarşı işləyə biləcək mümkün kartların hamısından istifadə etməyə çalışır. Gələcəkdə ABŞ-ın Rusiyaya qarşı sanksiyaları bir qədər də genişləndirməsi, neftin qiymətlərinin yenidən kəskin azaldılması kimi kartlardan istifadə edəcəyi də gözləniləndir”.
